THE INDEPENDENT KING'S REGIMENT ASSOCIATION (I.K.R.A.)
1. I.K.R.A. belongs to the Association Members.
2. Every item with I.K.R.A. name on it such as web site, bank account etc. is the property of the Association.
3. I.K.R.A. Members choose how best the Association is run, which is seen by the Association Member that has been elected as Chairman to lead the Association by majority vote.
MEMBERSHIP
4. To qualify as a Member of I.K.R.A. that person must not have necessarily served in any of the regular or territorial battalions of The King's Regiment.
5. That person becomes a Member on payment of the appropriate joining fee.
6. OAP to have 50% reduction.
7. Membership fees will be reviewed by I.K.R.A. committee and voted on by the Membership at an AGM.
8. Once membership fees are accepted they are non-refundable.
9. I.K.R.A. Membership last for 12 months on a calendar year from 1st January to 31st December for efficient administration purposes.
10. Any person joining I.K.R.A. in the months of November and December will have their membership carried over to the following year.
11. Members can resign at any time by giving written notice to the Committee and they cease to be Members when their notice is received by the Committee. No refund of membership monies will be made.
12. I.K.R.A. Members can also be members of any other Military Associations, but cannot bring those other Associations opinions into I.K.R.A unless cleared by the Committee.
13. Members must at all times treat other Association Members and Members of other Associations with courtesy and respect. Bad language and profanities must not be used.
14. I.K.R.A. Members will be contacted by email or post.
15. I.K.R.A. Members have the right to have any query raised at a Committee meeting via a Committee Member or in person.
16. All I.K.R.A. Members will be treated equally.
COMMITTEE
17. Any additions to the Committee can be suggested by Committee Members, but voted on by Members at the AGM.
18. The Committee makes decisions by majority vote of those Committee Members present at a Committee meeting. In the event of a tie, the Chairman will have the casting vote, but if the Chairman is not present then the Vice Chairman will have the casting vote.
19. Committee Members can resign from the Committee (becoming normal Members) at any time by giving one months notice to all Committee Members in writing. At their discretion, the Committee can allow any shorter time
20. The Committee will appoint one person to chair each AGM and other meetings if the Chairman is not present.
21. Committee will assist the Chairman with the responsibility of the day to day running of the Association.
22. Decision of majority of the Committee Members will be accepted in situations when Committee meetings are not practical.
ASSOCIATION POSITIONS
23. Only I.K.R.A. Members can vote for Association positions and this is done by ballot paper.
24. I.K.R.A. Members can only apply to stand for one position.
25. I.K.R.A. Members applying for an Association position must have been an I.K.R.A. Member for at least 3 months.
26. Any I.K.R.A. Member wanting to resign from their position must give 1 month's written notice. All I.K.R.A. Members to be informed and new nominations to be given to the Committee and that position voted on at either AGM or EGM.
27. In the event of a resignation the Committee have the right to fill that position on an interim basis until AGM or EGM.
28. An I.K.R.A. Member will be nominated for an Association position and voted in by I.K.R.A. Members on the grounds of their ability not their gender or racial origin.
29. The Committee have not got the authority to vote out a Committee Member from an Association position because that person has been democratically elected to hold that position by I.K.R.A. Members.
30. If 33% of I.K.R.A. Members is not happy with the ability of an I.K.R.A. Member in an Association position, then the Committee can be approached to ask for an EGM and a vote of no confidence will be taken. This can only be done if the request is a reasonable one and not just a clash of personalities.
MEETINGS
31. I.K.R.A. to have three types of meetings:
a. AGM
b. EGM
c. Committee
a) AGM:
a.1) I.K.R.A. will hold an Annual General Meeting open to all I.K.R.A. Members
once a year at a time and place set by the Committee. I.K.R.A. Members will
be notified of the AGM as soon as a date is set and at least one month in advance
of the meeting as a reminder.
a.2) Approximately once a year, normally at the AGM, a vote will be held to decide who should be in the Committee, including choice Chairman. All I.K.R.A. Members present at the meeting can vote.
a.3) In the event of a tie in any vote in a AGM, the person chairing the meeting if the Chairman is not present will have the casting vote (except in the case of a vote for the role of Chairman, in which case the Treasurer will have the casting vote.)
a.4) Any I.K.R.A. Member can put forward motions to be discussed or
voted on at an AGM provided they are proposed in writing to the Committee at
least one week before the AGM. The Committee can consider inclusion of proposals
for motions presented after this time at their discretion, but the Chairman
will have the final say.
b) EGM:
b.1) If more than 33% of I.K.R.A. Members notify the Chairman of a wish to hold an Extraordinary General Meeting, then the Committee shall arrange an EGM within a calendar month, giving as much notice as is practicable to all I.K.R.A. Members. An EGM shall have the same function and authority as an AGM (e.g. the right to vote for a new Committee or Chairman) and all reference to an AGM in this document should be taken to also include EGM.
b.2) In exceptional circumstances, the Chairman or Treasurer may arrange an EGM themselves, giving as much notice as is practicable to all I.K.R.A. Members. E.g. a scenario where there would be the sudden resignation of the Chairman or another important Committee member.
c) Committee:
c.1) Committee meetings can be attended by I.K.R.A. Members. Will discuss day to day running of the Association and also issues raised by I.K.R.A. Members. Chairman to have casting vote and if the Chairman is not present then this function falls to the Vice Chairman.
c.2) Only Committee Members can vote at Committee meetings.
VOTING
32. System of one Member one vote.
33. I.K.R.A. positions will be voted by ballot paper.
34. Policy's voted by show of hands.
35. No postal votes except those Members who live outside the Merseyside area. Vote only at meeting.
ACCOUNTABILITY
36. All meetings to have minutes and sent to I.K.R.A. Secretary, which will be made available to all I.K.R.A. Members on request.
37. I.K.R.A. Treasurer shall be responsible for keeping a record of the Association accounts and finances up-to-date at all times. These accounts will be made available for view to any I.K.R.A. Member at any reasonable time by request.
38. Treasurer must provide annual report at AGM.
OTHER MILITARY ASSOCIATIONS
39. No Committee Member of any other Military Association can become
a Committee Member of I.K.R.A. or express I.K.R.A. views.
40. If a Committee Member of any other Military Association wants to be put
forward for an I.K.R.A. position then that Committee Member of any other Military
Association must resign from their other Military Association position and become
an ordinary Member of that Military Association.
41. Any Member of other Military Associations that have held the Rank of Kingsman can become an I.K.R.A. Member.
POLICY MAKING
42. Any I.K.R.A. Member can propose policy for the Association via the Committee.
43. Committee will decide if the policy is appropriate to be considered for voting on by I.K.R.A. Members at the AGM with the Chairman having the casting vote (Vice Chairman if Chairman is not present).
44. If unsuccessful that I.K.R.A. Member will be notified by the Chairman.
45. If the majority of I.K.R.A Members are not in agreement over a policy adopting decision made by the Committee then it must be explained at the AGM. If the majority are still the majority after explanation then the Committee must except the majority I.K.R.A. Membership and have that policy open to the floor to vote.
46. Policy's will be debated one by one and voted on by I.K.R.A. Members at an AGM or EGM.
47. Committee to accept the majority vote and are bound by that the decision.
48. Policy changes can only happen after discussion with I.K.R.A. Members at an AGM or EGM and must be voted on by I.K.R.A. Members.
CONSTITUTION
49. All persons wishing to become I.K.R.A. Members are bound by the constitution.
50. Only I.K.R.A Members can query any part of the constitution in writing and have it answered at an AGM.
51. The constitution must be voted on at an AGM and carried by the majority vote.
52. Constitution can only be amended at the AGM.
53. Any changes done to the constitution away from I.K.R.A. Members
and not voted on by I.K.R.A. Members will not be I.K.R.A. authority.
